Both stools had just a tiny wobble but I unscrewed the stopper on one leg and inserted a washer then screwed the stopper back into place and that has sorted the problem. The metal frames didn't fit together properly, meaning there wasn't a flush connection with the wood and some of the screws couldn't get enough purchase to secure them. The screws that did get purchase came through the wood! There was also very sharp edges to the metal pieces.
