They can be staggered in order to achieve more exclusive privacy. As mentioned, they need to be drilled into the ground in order not to blow over by gusts of wind. Even smaller to medium gusts of wind could knock the balance causing them to fall and become damaged. Once damaged, it is impossible to properly repair without more sophisticated equipment.
